The site currently occupied by Oak Ridge City Center was selected by the U.S. Atomic Energy Commission to establish a permanent shopping center in the years following World War II. In 1951 the AEC selected a company headed by Guilford Glazer to build the new shopping center. A shortage of steel resulting from the Korean War delayed construction, but the Downtown Shopping Center opened in 1955. This shopping area was considered a replacement for the former "townsite" area around Jackson Square.
In the late 1980s Crown American purchased the property and converted it to an indoor mall by enclosing the walkways around the stores and significantly expanding the floor area. Source

Southpark Mall is a shopping mall in the Colonial Heights, Virginia and Petersburg, Virginia area. It contains 76 stores and is anchored by Dillard's, Macy's, JC Penney and Sears.[1] The Hecht's store was renamed Macy's on September 9, 2006. On July 11, 2007, the mall opened its new Regal Cinemas Stadium 16 theater. The facility covers 68,000 square feet and includes approximately 3,100 seats. The old 6-screen theater in the food court area has converted into an extended food court. The food court now contains a Subway, Stir Fry 88, and Knockout Burgers. Sbarro is moving into the new section along with a new laser tag operation. The mall has also just finished new flooring throughout.

It is a venture investment by developer and former owner, Mills Corporation that offers many retail stores and entertainment attractions. The newest addition to the Mills is a 130,000-square-foot Cabela's store that opened on April 13, 2007. Also in April 2007, The Mills Corp. merged into Simon Property Group; St. Louis Mills is their only property in the St. Louis area.
